The Midlothian Business Alliance reported on January 13, 2026 that a second phase of The Bella at Westchester had been proposed, and that the developer was offering to help fix the main Westchester Commons roundabout as part of the deal. The Bella is an apartment community inside Westchester Commons, behind Orangetheory Fitness and Palermo Trattoria.

What was proposed
The existing community carried 250± units; the proposed second phase added 161± units.
Among other proffered conditions, the developer offered to help reconfigure the main Westchester Commons roundabout, in conjunction with CDOT, VDOT and others. The plan would reduce the number of lanes in the roundabout, with the aim of limiting vehicle interactions and cutting the number of accidents.
The developer also offered to limit the number of three-bedroom units, which the Alliance took to be aimed at lowering the project's impact on schools.
