On September 9, 2024, OrthoVirginia opened a 77,000-square-foot building at 15300 East West Road and closed two older Chesterfield offices within ten days. It was announced at $50 million, built in sixteen months, and holds nearly 100 exam rooms, four surgical suites, imaging and pain management under one roof. Two years on, three more medical buildings and two hotels have been announced on the same road.

This post covers what is in the building, how it got built, and what has followed it: an ear, nose and throat practice next door, a cardiology building due in 2027, an 80,000-square-foot medical office building with no tenant named yet, and two hotels. Watkins Centre was rezoned for this in 2006 and again in 2018; 2024 is when the medical part of the plan started compounding.

At a glance

  • Where: 15300 East West Road, Midlothian 23114, in Watkins Centre, just east of Bon Secours Westchester Medical Park and across Midlothian Turnpike from Westchester Commons. The site was announced at 8 acres; the joint venture's purchase was 8.5.

  • What: 77,000 square feet on two stories, with nearly 100 exam rooms, four surgical suites for outpatient surgery, MRI and X-ray, and two pain management suites. More than 120 employees when fully operational, according to executive director Will Clinton.

  • Who: OrthoVirginia is the majority owner and sole tenant. Lingerfelt developed it and Hourigan built it as construction manager at risk, both also taking equity. PSH+ was the architect and Timmons Group the civil engineer.

  • Cost: announced at $50 million in March 2023. A final figure has never been disclosed.

  • Consolidation: OrthoVirginia closed its office at 13801 St. Francis Boulevard on September 6, 2024 and its Johnston-Willis office at 1400 Johnston-Willis Drive on September 16. The Ortho On Call walk-in clinic at 15564 Westchester Commons Way stayed open.

How it got built

  • March 2, 2023: OrthoVirginia, Lingerfelt and Hourigan announce the project. The joint venture buys 8.5 acres for $2.7 million the same month. Site work is slated for April 2023 and opening for fall 2024.

  • September 6 to 17, 2024: the St. Francis-area office closes on the 6th, the new building opens Monday the 9th, the Johnston-Willis office closes on the 16th, and the ribbon-cutting is held on the 17th. Construction took sixteen months.

Dr. David Nedeff, OrthoVirginia's central region vice president, framed the point of consolidating at the announcement: "Our new facility will provide OrthoVirginia's patients with a conveniently located single point of access to the very best of orthopedic care in Virginia." OrthoVirginia lists 163 physicians across 37 locations as of September 2026; its other Chesterfield sites are on Hull Street Road and at Boulders Parkway.

Sina's hotels were announced at 15200 East West Road in January 2025, and the March 2026 land sales place them at 15250; the cardiology building is the project at 15200. They are separate projects, not alternatives to each other.

Why here, in the developers' words

The people putting up money on this road have been unusually consistent about their reasoning, and all of it comes down to where Chesterfield's population is moving.

❝

The density is moving back to this area, and fast.

That was John Watkins, who manages the family's roughly 800 acres at Route 60 and Route 288, in 2018. Steve Gooch, chief executive of Virginia ENT, in October 2025: "In looking at alternatives, it would seem the center of gravity of Chesterfield has moved to the west. Demographics in that area are growing like gangbusters." Dr. Harpreet Grewal of Richmond Heart and Vascular, in March 2026: "Chesterfield is a growing area, so we should expand to that market. There's a clear need for services." And Ravi Patel of Sina Hospitality, in January 2025, on the gap he is trying to fill: "This part of Chesterfield is underrepresented when it comes to hotels. From this area eastward to Chesterfield Towne Center, there are no hotels."

What this means locally

For the business community the effect is concentrated at one interchange. OrthoVirginia put the building's staffing at more than 120 employees when fully operational and consolidated two older Chesterfield offices into it; Virginia ENT's building is planned for about 40 providers. That is a working population arriving at Route 60 and Route 288 that was not there in 2023, across the Turnpike from Westchester Commons.

The land around it has sold steadily since. Five acres at 15350 changed hands in September 2024 for $1.4 million, and three more tracts at 15200, 15210 and 15250 sold in March 2026.

What to watch

  • The 80,000-square-foot Lingerfelt building at 15210. A named tenant would tell you a lot about how deep the demand runs.

  • The hotels. Financing has been the constraint since January 2025. A groundbreaking would be the first non-medical vertical construction in this cluster.

  • Hospital capacity nearby. Bon Secours won state approval in March 2026 for a second expansion at St. Francis Medical Center, 40 beds and $106 million, due in 2029. Hospital capacity and outpatient buildings move together in this market. See our post on the St. Francis expansion.

  • The rest of Watkins Centre. The project known as Project Loch sits on a separate tract in different ownership; we covered it in Project Loch: What Chesterfield Approved at Watkins Centre.

This post draws on Richmond BizSense reporting, the March 2023 project announcement, OrthoVirginia's and Hourigan's own published pages, county land records and Bon Secours' location listings. The building is described in some sources as having an ambulatory surgery center; this post reports four surgical suites for outpatient surgery, which is what the primary sources support. The $50 million figure is the amount announced in 2023, not a disclosed final cost.
