Midlothian District voters went to the polls in an odd year for an odd reason, and the MBA had a hand in the run-up.
How the seat came open
Leslie Haley, Midlothian District Supervisor since 2015 and Board chair in 2019 and 2020, resigned effective June 6, 2022 to join Attorney General Jason Miyares' office. Tara Carroll was appointed interim supervisor and sworn in later that month. A special election was set for the November ballot to fill the remainder of Haley's term.
The Chesterfield Republican canvass on August 13, 2022 at Midlothian Middle School put Jennifer McNinch forward. Mark Miller ran as a Democrat. On September 29, 2022, six weeks before the election, the Midlothian Business Alliance hosted both candidates at Salisbury Country Club for a candidate forum — one of the reasons the Alliance exists.
The result
Candidate | Party | Votes | Share |
|---|---|---|---|
Mark S. Miller | Democratic | 16,106 | 52.59% |
Jennifer L. McNinch | Republican | 14,367 | 46.92% |
Write-in | — | 150 | 0.49% |
Total votes cast: 30,623. Margin: 1,739 votes, or 5.68 points.
Miller took office to serve only the unexpired portion of the term — through December 31, 2023 — which meant he had to stand again the following November. He did, and won; that race has its own post.
It is worth noting how many people turned out. The special election drew more votes than the regular 2019 election for the same seat, 30,623 against 27,561. It shared the ballot with the countywide $540 million bond referendum and the November 2022 midterm, which is part of the explanation.
Where the numbers come from
This is the best-documented of the local races in this archive: the Commonwealth's certified file carries an explicit certification flag on early voting, election day, mailed absentee, provisional and post-election ballots alike.
