The Chesterfield County Planning Commission met on Tuesday, January 19, 2021, with two cases the Midlothian Business Alliance had written about before — Point of Rocks Landing (20SN0564) and Coalfield Reserve (21SN0521) — on the agenda, along with Summerfield Apartments Architecture (21PR0170), a plans review case at Winterfield Crossing for a project that was already approved.

The three cases

  • 20SN0564 — Point of Rocks Landing, LLC, 801 Gateway Centre Parkway. A proposed development within the Gateway Centre office park, east of Powhite Parkway and north of Midlothian Turnpike. The property totals 10± acres of vacant land zoned for office uses. The applicant proposed a multifamily residential community, suggesting the use would complement the other office uses in the park, at a maximum density of 245 units. A virtual community meeting had been held in November.

  • 21SN0521 — Coalfield Reserve, LLC, 1200 Walmart Way. A proposed development behind Walmart and Sam's Club, north of Midlothian Turnpike and south of Old Buckingham Road. The property totals 26.3± acres of vacant land zoned for industrial, office and agricultural uses. The applicant proposed a multifamily residential community, suggesting the use would complement the retail and residential uses nearby, at a maximum density of 310 units, with no connection proposed to Old Buckingham Road. A virtual community meeting had been held in December.

  • 21PR0170 — Summerfield Apartments Architecture, 14300 Winter Breeze Drive, in Winterfield Crossing. A plans review case for phase 1 of 2 of an age-restricted multifamily project within the Winterfield Crossing mixed-use development. The Phase 1 building was four stories in height and carried 124 of the overall 250 units permitted. Planning Commission approval of architectural elevations for multifamily buildings was required by a proffered condition of Zoning Case 15SN0656.

The MBA's call for comment

Chris Jenkins, the MBA's Vice President and Director of Community Affairs, wrote that the alliance continued to encourage members to get involved in these processes, and recommended comments be submitted no later than Monday, January 18, 2021. Citizens were also encouraged to attend the hearings virtually, and the MBA pointed to the county Planning Department webpage for more information.
