Three zoning cases affecting the Midlothian area — 20SN0594, 20SN0598 and 20SN0508 — were scheduled to be heard by the Chesterfield County Board of Supervisors at its meeting on Wednesday, November 18, 2020. Two days earlier the Midlothian Business Alliance set the three out for members and encouraged them to communicate their thoughts directly to the county or to Supervisor Leslie Haley.

The three cases

  • 20SN0594 — Otterdale Park Associates, LLC. A proposed development near Midlothian Turnpike and Route 288, in the northeast quadrant along North Otterdale Road and Wylderose Drive, next to The Park at Salisbury apartments. The owner proposed to rezone the property from Industrial to Residential Multifamily to develop an age-restricted (55+) community, at a maximum density of 100 units. The Planning Commission and county staff recommended approval. The MBA had previously sent information on this case when the virtual community meeting was held.

  • 20SN0598 — 814 Acquisitions LLC. A proposed development southeast of Robious Road and Old Farm Road, rezoning 2.6 acres from Agricultural (A) to Corporate Office (O-2) for a 12,000-square-foot building with limited uses including a child day care, office and private school. The circa-1912 Hapke-Geiger house and its grounds were to be documented before the house was demolished, with a marker describing its history placed on the property, and limits on outdoor activity hours were proposed to mitigate impacts on adjacent properties. The Planning Commission and county staff recommended approval.

  • 20SN0508 — RCB Properties, LLC. A proposed development on the northern side of Midlothian Turnpike near the Chesterfield/Powhatan county line, rezoning 0.3 acres from Community Business (C-3) to Agricultural (A) with a conditional use and conditional use planned development over the whole 4.3-acre tract. Permitted uses would be restricted to automobile and consignment sales only, with a ten-year time limitation. Exceptions were requested to reduce the 75-foot setback to 50 feet along Midlothian Turnpike, to allow part of the parking area to have a gravel surface treatment, and to delay construction of a bikeway path along Midlothian Turnpike until a physical bikeway or shared use path was built within 400 feet of the property. The Planning Commission recommended approval, finding the proposal an interim use whose proffered conditions provided design flexibility while mitigating impacts on adjoining properties; county staff recommended denial.

The MBA's call for comment

Chris Jenkins, the MBA's Director of Community Affairs, wrote that the alliance continued to encourage members to get involved in the process and communicate their thoughts as the projects progressed, acknowledging that it was a busy time of year. Because the Board intended to hear the cases on November 18, the MBA recommended communicating directly with the county or with Supervisor Leslie Haley ([email protected]), through the county's comment portal at chesterfield.gov/cpccomments, [email protected] or 804-748-1125.
