What the case proposed

The application sought to amend Case 94SN0138 for setback exceptions allowing a convenience store to be built in front of the existing Shell station at the Publix Super Market at Crofton Village. A convenience store was already a permitted use on the parcel; the exceptions, for the building and the parking area, were needed to fit it on the site properly.

The store would serve patrons of the existing gas station and the surrounding neighborhood, and would block the view of the gas pumps from Charter Colony Parkway. The proposal included standards to ensure quality construction meeting the guidelines set out in the Midlothian Special Area Plan. Because of existing storm and sight line easements within the front setback, the applicant proposed a landscape design to minimize views from Charter Colony Parkway while keeping in line with the shopping center's landscape theme.
