What MIRR is

MIRR was created in 2010 to help beautify a thirty-year-old business area that was showing its age. From the beginning it was co-managed by the Greater Southport Business Association and Chesterfield County. It was the first endeavor of its kind by the county, and had since been replicated elsewhere.
